To answer simply, no. There is currently not a limit as to how many people can follow you on Twitter. For example, Britney Spears and Lady Gaga have over 6 million followers.
There is a cap on how many people you can follow. Its roughly 2000 people. This is actually different per account. This is set in place to prevent spam, and the limit varies by accounts. They look at your activity and determine if its spam. Its not stated if you can follow over 2000 people if it is a genuine interest.
